What is the best way to lose weight but Build Muscle?

im 16 years old, im 5’6” tall and weigh about 145 pounds. I would like to lose weight but also build muscle at the same time. Is that possible? I would like to get rid of the extra flab on my arms, legs and thighs, and build arm and leg muscle. Any ideas?Good Workout routines?
